Court of Auditors report: “Here is why Macky Sall cannot go unchallenged”

Former Prime Minister Abdoul Mbaye did not mince his words regarding the damning report by the Court of Auditors on the management of public finances under the mandate of former President Macky Sall. According to him, the former head of state “cannot not be worried” after revelations about the management of the Program for the Defense of Senegal’s Economic and Security Interests (PDISES)
In an interview with L’Observateur, Abdoul Mbaye explained that the creation of a special account for the PDISES, under the responsibility of the Minister of Finance, and the management of more than 300 billion CFA francs without supporting documents, raise serious questions. He added that this situation is part of a context where the post of Prime Minister had been abolished and where ministers had become “civil servants under the orders of the President of the Republic.”
For Abdoul Mbaye, although Macky Sall was able to use his skill to deflect responsibility for financial management, the seriousness of the accusations should raise concerns about his political responsibility. However, the leader of the Alliance for Citizenship and Work (ACT) raised a question about the possibility of prosecuting a head of state for this type of act, recalling that high treason remains the only legal basis for prosecuting a president. He wonders if the notion of “high treason” is precise enough to include this type of action.
